冬夜，成千上万名中阳纺织集团公司的上访职工聚集在公司大院，他们冲破保安的阻拦蜂拥着要在当夜到市政府去讨个说法，为企业一年多的停工、停产、停发工资。市长李高成得悉这一情况连夜赶到事发现场，他倾听了职工代表对公司领导腐败行为的控诉。李高成下决心一定要彻底调查，不料他的决定遭到了妻子的全力反对。随着调查工作的展开，一桩桩触目惊心的事实摆在了他的面前：一个是当年提拨自己的老领导，一个是朝夕相处的妻子，还有中阳纺织集团那个他选定的班子。但最终，李高成选择了真理和正义…………。This is a story about people in love with cinema, and a country going through its most difficult times.
