烟波浩淼的东海龙宫，黑蛟将军（刘华 饰）统领众水族，正为龙王（陈小成 饰）的寿辰忙碌着。为父王采鲜果的云花公主（马兰 饰）和侍女珍姑（吴亚玲 饰）在云洲地界看到干旱的土地和在龙王庙求雨的穷人，非常惊诧。书生姜文玉（黄新德 饰）因河涸舟竭误了赶考时间，不免对龙王心生怨言，云花允诺播云布雨，霖降苍生。再次相遇时云花对姜文玉心生爱意，觊觎云花已久的黑蛟发现俩人端倪，妒火中烧，施法术向人间降洪水，幸得云花相救，姜文玉死里逃生。龙王得知女儿与凡人私通，龙颜大怒，将云花和珍姑双双贬入凡间。龙后（许自友 饰）思女心切，又施法术......。该剧共10集，是纪录片风格，时间设定在第一部电影推出后15年(类似真实生活时间)，讲述东高一群学生设计排演音乐剧《歌舞青春》，发现戏外的抓马跟剧中一样多。每集会有一首新歌，加上一首来自原电影的曲目。。Kato is an aspiring screenwriter treading water.
